"City's debate: Is topless woman nude if she's wearing pasties?"

Your local government at work.
San Antonio City Council representative Ray Lopez is taking on the definition of nudity. You could call it the fight of Lopez versus the pastie.

A pastie is a sticker that covers just the nipple and areola.

Lopez is trying to close a loophole that affects how strip clubs operate.

Currently in San Antonio, if dancers have their breasts completely exposed, it's considered a topless club and therefore a sexually oriented business. That means there are very strict rules in place for how it must operate.

Lopez wants to redefine San Antonio's nudity law to put a stop to [the possibility that a strip club with women wearing pasties might be built within 1,000 feet of a church or school]. He argues that unless a woman is covering a significant part of her breast with clothing, then she should be considered topless and the club should be considered sexually oriented.

His proposal covers how much of a woman's breast should be covered above and below the areola.

I think this has a lot to do with Ray being a former member of the school board. I don't put him in the category of Diane Cibrian, only because he limits his priggishness to the school zone.

Pasties make me giggle. Just the idea that the difference between a pasty and the lack of a pasty is enough to define a moral or sexual difference just seems silly. (By the way, I prefer "no pasty".

But however it is legally defined, a sexually oriented business should not be within 1000 (or even 1001) feet of a school. Not because of the fact that the kids at the school will "question" what it is, but because nobody wants to see their classmate's mom coming from her day job as a stripper to pick up her kid from school.

And further, no council member wants to have to take a chance on seeing voters picking up their kids from school as he walks out of a strip club during the middle of the day, thank you, Bobby Herrera.

Full disclosure: I know Ray Lopez and he is a regular reader of my blog. I do not know if he prefers boobs with or without pasties, but my guess is, he would like to keep the areas around schools free of creepy folks. You know, like the people who frequent the airport or the IH-10 corridor or former Councilwoman Cibrian's neighborhood.

I hope this doesn't affect MY right to wear pasties in the home and at work.
Cellphones are one thing, but what about wearing pasties while driving in a school zone?

Does this city have an epidemic of strip clubs in close proximity to schools? I'm asking this honestly--I don't go to titty bars, so I only know where a few are, and the ones that come to mind aren't near schools.

Basically, I'm trying to figure out if this is a real issue or one more "let me make noise and look like I'm doing something for the good of the childrenses" bit o' nonsense from our City Council.
