The strip club that former Councilman Bobby Herrera whipped his council badge out at? I'm thinking my guess is even wilder than Alan's.

Oh well. I figured if anyone would build something in the center of the city, it would the Masons.Then my second guess is the main library.

@Curtis, that's the place! Right next to City Hall.
Curtis is correct. It's placed in the floor of San Fernando behind the altar.
